WHO ARE WE?


Allow me to introduce ourselves. My name is Frederic De Preter and I am originally from Belgium. For the past many years I have been living and raising my daughter Naomi De Preter in Phuket,Thailand, giving her a wonderful life.


For those who know me, they can attest that my daughter Naomi is my life. I am the lucky father of an amazing, beautiful, sweet and very gifted daughter Naomi who just turned 6 years old.


I am a very proud father. I believe I am a great father and I take pride in fatherhood. My daughter means the world to me. Everything I do in life I do for her. Her mom has always maintained I am a great father, even after our separation . I believe my family and friends would all say the same. Everybody knows I love my daughter so very much.


WHAT HAPPENED?


The last couple of months I had been posting a lot of pictures of happy times with my daughter, Naomi on Facebook. Everything was going very well after my separation last year with her mom and I was seeing Naomi every week 2 or 3 days a week. We had finally come to a respectful agreement. Whenever Naomi was with me, I would send her mom pictures of what fun things we would be doing.


We always had the best time together and Naomi was super happy. This was real quality time as a father and daughter are supposed to have.


All this stopped about a month ago. The last time I saw Naomi was August 30th and then her mom suddenly disappeared with Naomi. Nobody could contact her. She had blocked almost everybody.



I had just received parental rights and shared custody from the Court in Thailand which was very expensive for me and financially drained me.


After a very stressful couple of weeks searching for them I sadly found out from the Thai immigration that Naomi's mom had fled Thailand to go back to her native country the Philippines on 09 September with a special repatriation flight. Everything was very carefully planned and even her closest friends had no idea. I was dumbfounded and heart broken when I found out.


In these difficult times of Covid it is almost impossible for me to fly to the Philippines to go and look for my daughter. She has no family there anymore and I have no idea where to start looking.


This is a real nightmare and I am still hoping it's not true and praying for a miracle.


WHAT CAN I DO?


Here in Thailand I had fought for my legal rights as a father and obtained shared parental rights and shared custody. All this was finally taken care of.


In the Philippines, unfortunately this is not the case. Since we were not married, the mother is very much protected.


But there is hope!


Since I had already won my parental rights in Thailand, we can use this in the Philippines as well. Our strategy is to get my custody decree recognised in the Philippines. It will just be a very difficult and expensive legal battle but one which is very much worth fighting for. We can also use the application of the Hague Convention on Child Custody and Abduction.


One more issue is we have to find her. Naomi's mom doesn't have any family left in the Philippines so she could be anywhere.


So the next step I have to do is start the whole process as I did here in Thailand but do it in the Philippines. I have taken legal steps before so I am not afraid to take them again.


I AM ASKING FOR HELP


But all this cost a lot of money unfortunately. And this is where I am asking for help.


I have to find her first so I would need to hire a Private Investigator. I don't think it will be hard to find her since she has just gone through a quarantine period in Manila so she should have registered somewhere. She would need a job for sure, so I believe she will be looking for jobs in one of the International Schools.


Once we have found her, I need to start the legal process. This has to be done as soon as possible where my chances are the biggest since she is just settling down in the Philippines after she left about 13 years ago.


I have contacted many lawyers and Private Investigators and I am still looking. Of course it's not that easy since everything needs to be done out of Thailand. Any recommendations are appreciated.


The quotes I have received so far are around 500,000 pesos total, which turns out to be 8,800 Euros or 10,000 USD for legal representation and finding her.


I know this is an outrageous amount of money and I am still trying to find a cheaper way. As I mentioned earlier I have just finished a legal case here in Thailand so starting another one expensive like this is very difficult for me. I also don't have the same income anymore as I did before Covid.


A few friends have suggested starting a gofundme page. I am very humbled to be asking for help, but I am fighting for my daughter and I understand I have to set my pride to the side.


All my friends have been amazing and so very supportive. I couldn't be more grateful. If I can get this process started at least with the help of my friends and family, I would be eternally grateful.


I want to make it clear this fundraiser isn't about me. It's about my daughter having a father in her life. This will benefit her for the rest of her life. I am fighting for her future and her happiness.

QUI SOMMES-NOUS ?


Permettez-moi de nous présenter. Je m’appelle Frederic De Preter et je suis originaire de Belgique. Depuis quelques années, j’ai vécu et élevé ma fille Naomi De Preter à Phuket en Thaïlande, lui offrant une vie belle et pleine d’amour.


Ceux qui me connaissent peuvent attester que Naomi est toute ma vie. Je suis le père très chanceux d’une incroyable, magnifique, gentille et très douée petite fille qui vient tout juste d’avoir 6 ans.


Je crois que je suis un bon père et je suis très fier d’endosser cette responsabilité. Ma fille représente tout pour moi. Tout ce que je fais dans ma vie, je le fais pour elle. Sa mère a toujours affirmé que je suis un bon père, même après notre séparation. Je suis certain que ma famille et mes amis diraient de même. Tout le monde sait que j’aime profondément ma fille.


QUE S’EST-IL PASSÉ ?


Ces derniers mois, j’ai posté sur Facebook beaucoup de photos de nos moments passés ensemble avec ma fille Naomi. Tout se passait très bien après ma séparation avec sa mère l’année dernière. Je voyais Naomi toutes les semaines, 2 à 3 jours. Nous étions parvenus à un accord mutuel. A chaque fois que Naomi était avec moi, j’envoyais des photos à sa mère pour qu’elle puisse voir les moments agréables que nous partagions tous les deux.


Nous partagions toujours de super moments et Naomi était très heureuse. Ce fut des moments inoubliables que nous avons adoré passer ensemble, entre père et fille.


Ce rêve a pris fin brutalement il y a environ un mois. J’ai vu Naomi pour la dernière fois le 30 août. Subitement, sa mère a disparu avec elle. Personne n’a été en mesure de la contacter. Elle a bloqué presque tout le monde.


Je venais seulement de recevoir mes droits parentaux et la garde partagée de la Cour de Thaïlande, démarches qui ont été éprouvantes et qui m’ont financièrement ruiné.


Après des semaines de recherches très stressantes, j’ai appris de l’immigration Thaïlandaise que la mère de Naomi a fui la Thaïlande le 9 septembre avec un vol spécial de rapatriement pour retourner dans son pays d’origine, les Philippines.


Tout avait été soigneusement planifié et même ses amis les plus proches ne se doutaient de rien. En apprenant la nouvelle, j’ai été stupéfait et mon cœur s’est brisé.


En ces temps difficiles de Covid-19, il m’est presque impossible de me rendre aux Philippines pour aller retrouver ma fille. Elle n’a plus de famille et je ne sais même pas où chercher.


C’est un réel cauchemar, j’espère m’en réveiller et prie pour un miracle.


QUE PUIS-JE FAIRE ?


Ici en Thaïlande, je me suis battu pour mes droits parentaux en tant que père et j’ai obtenu la garde partagée de ma fille. Tout cela avait été correctement réglé. Malheureusement, ce n’est pas le cas aux Philippines : comme nous n’avons pas été mariés, la mère de Naomi est très
protégée.


MAIS IL Y A DE L’ESPOIR !


Comme j’ai obtenu mes droits parentaux en Thaïlande, je peux donc aussi les demander aux Philippines. Ma stratégie est de faire reconnaître mes droits parentaux et mes droits de garde partagée aux Philippines. Ce sera une bataille juridique très difficile et coûteuse mais qui en vaut avant tout la peine.


Je peux aussi utiliser l’application de la Convention de La Haye sur la garde et l’enlèvement des enfants. Mais je dois avant tout trouver Naomi. Sa mère n’a plus de famille aux Philippines et pourrait donc être n’importe où.


Aujourd’hui, je dois formuler ma demande de droits parentaux aux Philippines comme je l’ai déjà fait en Thaïlande. J’ai déjà pris des mesures juridiques et le refaire à nouveaux ne me fait pas peur.


J’AI BESOIN DE VOTRE AIDE


Toutes ces procédures coûtent malheureusement beaucoup d’argent. C’est pourquoi je me tourne vers vous et l’aide que vous pouvez m’apporter.


Je dois retrouver ma fille Naomi. Pour cela, il faut que j’engage un détective privé. Je pense qu’il sera facile de la retrouver c : elle vient de passer une période de quarantaine à Manille. Cette étape doit forcément l’avoir inscrite dans un registre quelque part. Sa mère aura certainement besoin d’un emploi, je pense donc qu’elle en cherchera un dans l’une des écoles internationales des Philippines.


Quand j’aurai retrouvé ma fille et sa mère, je devrai entamer le processus judiciaire. Cela devra être fait rapidement car plus on attendra et plus mes chances de revoir ma fille diminueront. J’ai contacté de nombreux avocats et détectives privés, je cherche toujours. Bien sûr, ce n’est pas facile car tout doit être fait depuis la Thaïlande.

Tout conseil sera vivement apprécié.


Les estimations que j’ai reçu à ce jour représentent environ 500 000 pesos au total (8 800 € ou 10 000 USD) - pour la représentation juridique ainsi que retrouver ma fille.


Je suis conscient que c’est une somme exorbitante et j’essaie de trouver d’autres moyens moins coûteux mais il s’avère que c’est ma seule solution. Depuis l’affaire juridique devant la Cour de Thaïlande, je suis incapable de fournir cet argent ; je n’ai plus de revenu depuis la crise du Covid-19.


Des amis m’ont suggéré de lancer une page GoFundMe. Je demande humblement de l’aide : je me bats pour ma fille et je suis prêt à tout pour cela.


Tous mes amis ont été formidables et d’un grand soutien. Je ne pourrais pas être plus reconnaissant. Si je pouvais déjà lancer les démarches grâce à l’aide que ces derniers ainsi que ma famille m’apportent, j’en serais éternellement reconnaissant.


Je tiens à préciser que l’argent dont j’ai besoin ne me concerne pas. Il concerne ma fille, qui a un père dans sa vie et elle a le droit de le voir. Continuer à me voir lui sera bénéfique : je me bats pour son avenir et son bonheur.
